Welcome to SCAPA's 2025 Summer Conference at beautiful and iconic Myrtle Beach, South Carolina!
This summer's conference promises to be filled with fun for SCAPA members and their families:
- Family Games on the private Marina Inn Grande Dunes Beach
- Golf options for Friday and the annual Golf Tournament on Saturday
- PopStroke Golf Outing on Thursday, hosted by the PAVE Committee
- Luau Reception with live entertainment Friday
- Band Party, Shag Dancers on Saturday
- Special dinner with Women of Asphalt (all welcome)
- Crafternoon resin project for ages 12+ on Friday
- Private Dolphin Cruise on Saturday
- A take home golf simulator package for the grand prize winner
- And of course our afternoon and evening hospitality suites
- Plus more to come!
Dress will be beach casual the entire conference. Luau dress is recommended for Friday evening.
Please refer to the working agenda of events for your travel planning. We'll send family packets out about two weeks prior to the event with the final schedule.
Hotel reservations are available now! The hotel will sell out so we encourage early reservations.

BUSINESS PROGRAM SPEAKERS:
MITCH BALDWIN
Director of Government Affairs, NAPA
Mitch joined NAPA in January of 2024 after a 7-year career with the State of Maryland. First, in Governor Larry Hogan's office, assisting constituents with navigating the State Government Agencies and relaying their concerns to the Governor's Senior Staff. Then, at the Maryland State Highway Administration where Mitch gained a wealth of knowledge about the Asphalt Industry and other transportation related issues. Mitch served as Special Assistant to the Administrator before moving over to SHA's Government Affairs. During his tenure on the Government Affairs team, Mitch led the lobbying efforts on many subjects, from work-zone safety Legislation to critical road funding bills while working in partnership with the Maryland Asphalt Association and other critical interest groups. Mitch is a lifelong resident of Davidsonville, Maryland where he lives with his two young sons, Ross and Rhett, his wife Jennifer and lab Beau. In his free time, Mitch enjoys hunting and fishing. He is an alumni of Coastal Carolina University and excited to visit with SCAPA in Myrtle Beach.
ADAM B. JONES
Executive Director, American Council of Engineering Companies of SC (ACEC-SC)
Adam B. Jones is a Principal and the Chief Operating Officer of Jones McAden & Associates, LLC. He serves as the Executive Director of the American Council of Engineering Companies of South Carolina (ACEC-SC), the ACEC-SC Infrastructure Works Institute, and the South Carolina Society of Professional Engineers (SCSPE). He also serves as Government Relations Coordinator for the South Carolina Society of Professional Land Surveyors. Jones has been a steadfast advocate for South Carolina’s engineering and surveying professions since 2001. He has served as Executive Director of both ACEC-SC and SCSPE since 2014 and is the registered lobbyist representing the industry before the South Carolina General Assembly.
Jones holds a Bachelor of Science in Business Management from Limestone College and a Master of Science in Environmental Management from Webster University. Outside of work, Jones enjoys cheering on the Atlanta Braves, fishing, exploring his passion for music, and traveling with his wife, Brooke.

KIMBERLY R. LYONS, PhD |
CHRIS KELLY State Pavement Program Engineer SC Department of Transportation |
Kimberly is the Asphalt Materials Engineer for the SCDOT where she previously served as the State Reclamation Engineer. Prior to joining SCDOT, Dr. Lyons served as Technical Director for the South Carolina Asphalt Pavement Association (SCAPA). She began her career as a Geotechnical Project Engineer with NOVA Engineering in Norcross, Georgia. A graduate of Clemson University, Dr. Lyons earned her Bachelor of Science, Master of Science and Doctor of Philosophy in Civil Engineering with an emphasis in Geotechnical Engineering and Construction Materials. |
Chris earned his Bachelor’s Degree in Civil Engineering from Clemson University and is a registered PE in South Carolina. For the last 6 years, Chris has overseen SCDOT’s Pavement Program within the Director of Maintenance Office as State Pavement Program Engineer. Prior to this role, he spent 14 years in SCDOT’s District 1 including time as a Resident Construction Engineer and an Assistant District Maintenance Engineer. Chris lives in Camden with his amazing wife Haley and wonderful daughter Piper. |
