BUSINESS PROGRAM SPEAKERS:

AUDREY COPELAND, PhD, PE
President & CEO, National Asphalt Pavement Association (NAPA)

Audrey oversees the strategic direction and operations of all NAPA programs and leads a staff dedicated to advancing the asphalt industry.

Under Audrey’s leadership, NAPA leads the asphalt pavement industry in advocating for Federal highway funding, ensuring the longevity of the industry, and promoting the benefits of asphalt pavements. Since 2019, she has led the modernization of NAPA’s offices and operations to best serve members, built a staff known for excellence and member service, and revised NAPA’s governing structure resulting in a nimble, strategic Board of Directors and a national Advisory Council with increased member engagement and influence in Washington, DC. NAPA’s accomplishments under Audrey’s leadership are detailed in Annual Reports.

Prior to being named President & CEO, Audrey served as NAPA’s Vice President of Engineering, Research, and Technology. In this role, she secured $5 million in dedicated funding for asphalt technology, research, and development. A first in NAPA’s history, under Audrey’s leadership, NAPA was awarded more than $2 million in federal funding to advance innovative asphalt technologies. She led the five-year project resulting in: continued growth of recycled asphalt pavements; improved production, construction, and performance of asphalt mixtures; and numerous educational opportunities through industry-government working groups, conferences, and publications.

Audrey also led an ongoing partnership between NAPA and the 39 State Asphalt Pavement Associations (SAPAs) that resulted in $3 million for research and development, which helped advance better understanding and use of life-cycle cost analysis and development of the PAVEXpress pavement design software. This funding was also used to create and implement Emerald Eco-Label, NAPA's verified Environmental Product Declaration (EPD) tool for asphalt mixtures.

Audrey began her career as a highway engineer and researcher at the Federal Highway Administration (FHWA), where she headed a national effort to increase the use of recycled asphalt pavements, leading to more than 10 state DOTs changing their specifications. She also led a pooled-fund study among state DOTs for implementation of the Asphalt Mixture Performance Tester and was a key member of the Every Day Counts initiative to advance deployment of warm-mix asphalt – now estimated to exceed 40% of the asphalt pavement market. Audrey has authored or co-authored almost 50 publications and articles related to asphalt pavement research and development.

Audrey is a founding member of the Women of Asphalt (WofA) and continues to serve on the WofA Board of Directors. She also serves on the Board of Directors for the National Center for Asphalt Technology NCAT at Auburn University and TRIP – the National Transportation Research nonprofit to improve the US highway, road, bridge, and transit network. She is a member of Tennessee Tech University’s Engineering Advisory Council and a Past President and Fellow of the Association of Asphalt Paving Technologists (AAPT). She is a registered engineer in the Commonwealth of Virginia and in the State of Maryland.

ROB PERRY, PE
Deputy Secretary for Engineering, SC Department of Transportation

Rob Perry is the Deputy Secretary for Engineering at the South Carolina Department of Transportation. In this role, he is responsible for operating and maintaining the 4th largest road network in the nation with over 4,000 engineering staff, and approximately $1.8 billion annually in construction. Mr. Perry started his professional career with the South Carolina Department of Transportation in 1999 with their lowcountry bridge inspection team that is responsible for in-service inspections of roughly 1,000 bridges across six counties. In 2006, Mr. Perry transitioned to SCDOT’s preconstruction division and served as a program manager for the upstate region. Mr. Perry served as Director of Traffic Engineering from March 2018 to December 2022. He was promoted to Chief Engineer for Bridges in December 2022 and was named Interim Deputy Secretary for Engineering in January 2024. Secretary Powell appointed Mr. Perry as the Deputy Secretary for Engineering in April 2024. Mr. Perry holds a Bachelor of Science in Civil Engineering from the Citadel and is a professional licensed engineer in the state of South Carolina. He is also a veteran from his deployment with the First Cavalry Division during Operation Iraqi Freedom where he was awarded the bronze star. He is happily married to his wife Kelly, and has three children, Kirk, Teal and Ella.

JENNIFER PATTERSON
Executive Director, SC Alliance to Fix Our Roads (SCFOR)

Jennifer Patterson is the Executive Director of the SC Alliance to Fix Our Roads (SCFOR), the only statewide organization solely dedicated to advocating for transportation infrastructure investment in South Carolina. In her role, she leads the organization’s day-to-day operations and oversees its public outreach, communications, advocacy, and lobbying efforts at the Statehouse. Under her leadership, SCFOR works to educate policymakers, business leaders, and the public about the importance of long-term, sustainable infrastructure investment to support economic growth and quality of life across the state. Jennifer is a graduate of the University of South Carolina, where she earned both her Bachelor of Science and Master of Public Administration degrees. She enjoys many things, mainly making transportation policy interesting and accessible to people, because roads and bridges are a pretty big deal.

REP. GARY S. BREWER, JR.
South Carolina House of Representatives, District 114

Representative Gary S. Brewer, Jr. serves the citizens of Charleston and Dorchester Counties in the South Carolina House of Representatives. Since his election in 2022, he has been a key voice on the House Labor, Commerce and Industry (LCI) Committee (Public Utility Subcommittee and Business and Commerce Subcommittee), as well as the Government Efficiency and Legislative Oversight Committee (Economic Development, Transportation, and Natural Resources Subcommittee). Representative Brewer also sits on the Review and Oversight Commission of the South Carolina Ports Authority as one of six House members and six senators. Lastly, Representative Brewer chairs the Insurance Rate Reduction Ad Hoc Committee and sits on the South Carolina DOT Modernization Ad Hoc Committee. Locally, Representative Brewer chairs the Berkeley-Charleston-Dorchester Council of Governments.
 
A small business owner who grew up in Summerville, SC, graduating from Fort Dorchester High School and attending The Citadel, Representative Brewer brings firsthand private-sector experience to the General Assembly.  His past involvement includes the Trident Technical College Board, The ARK of South Carolina Board, The Kay Phillips Children’s Advocacy Center Board, South Carolina Fix Our Roads Board, Liberty Fellow, South Carolina Port Ambassador, and Co-Founder of A Steady Hand/Putting For Parkinson’s.
 
Representative Brewer resides in West Ashley with his wife, Kelsi, and their two labs, Wallace and Reagan, while anxiously awaiting the arrival of Baby Brewer in May of 2026!
